If it is exactly the same article, yes. Change at least the headline, summary and first 100 words each time. Also, submit on different days.

I read an article where it is claimed google has never advised that duplicate content will result in this occurring. in fact with press releases as they get distributed around the net by the service you submit too, they are duplicated all the time. it stated Google wont penalise you however it may not list all of them highly.

You can use them to increase search engine ranking, drive old/bad/incorrect links down in page rank, tell individuals about new products and services though them being found on news aggregators, tweet about them, face book about them, etc. Such the useful tool
